Saying a certain Skill is worth is or not depends on
the circumstances of using the Skill, which in turn is usually a
preference rather than a set-in-stone fact.
For example, a smaller CE radius (Slvl 15 - 7.3 Yards - 3 base points,
+12 to All Skills from gear) can be preferential to a larger one when
one wants to use a more efficient way of killing monsters, since a few
small well-placed blasts can decimate an entire army.
This in turn requires a little more dedication to gameplay, which the
player reaps mana-efficiency and additional +Skills that can go to other
points - Skeleton Mage, Bone Armor Synergies, Summon Resists, Revive.
